STATUTORY CODE OF DBIS
TITLE II: MEMBERSHIP
CHAPTER 1: MEMBERSHIP CATEGORIES
Section 1.1: Founding Members
Founding members are those entities that:
- Signed the Constitutional Charter
- Executed the Instrument of Establishment
- Made initial contributions as specified
- Have full voting and participation rights
Section 1.2: Admitted Members
Admitted members are entities that:
- Were admitted after establishment
- Executed Instrument of Accession
- Complied with admission requirements
- Have rights and obligations as specified
Section 1.3: Associate Members
Associate members are entities that:
- Have limited membership status
- Were admitted by SCC resolution
- Have limited rights as specified
- Have obligations as specified
Section 1.4: Observer Status
Observers are entities that:
- Have observer rights only
- Were admitted by SCC resolution
- May attend and participate as specified
- Have minimal obligations
CHAPTER 2: MEMBERSHIP REQUIREMENTS
Section 2.1: Eligibility
To be eligible for membership, an entity must:
- Be a sovereign state, international organization, or qualified entity
- Accept the Charter and Articles
- Commit to fulfill membership obligations
- Meet financial and operational requirements
- Demonstrate capacity to participate
Section 2.2: Application Requirements
Applications must include:
- Formal application letter
- Acceptance of Charter and Articles
- Information about the entity
- Financial information
- Operational capacity information
- Other information as required
Section 2.3: Review Criteria
Applications are evaluated based on:
- Compliance with eligibility requirements
- Financial capacity
- Operational capacity
- Commitment to DBIS purposes
- Potential contribution to DBIS
- Other criteria as established
CHAPTER 3: ADMISSION PROCEDURES
Section 3.1: Application Submission
- Applications submitted to Executive Directorate
- Initial review by Executive Directorate
- Referral to relevant committees
- Recommendation to SCC
Section 3.2: SCC Decision
- Review of application and recommendations
- Consideration of all relevant factors
- Decision by SCC resolution
- Conditions may be imposed
Section 3.3: Accession Process
Upon approval:
- Execution of Instrument of Accession
- Payment of membership fees or contributions
- Compliance with conditions
- Commencement of membership
Section 3.4: Effective Date
Membership becomes effective:
- Upon execution of Instrument of Accession
- Upon payment of required fees
- Upon compliance with conditions
- As specified in SCC resolution
CHAPTER 4: MEMBERSHIP RIGHTS
Section 4.1: Voting Rights
Members have voting rights:
- In SCC meetings
- On matters as specified
- In accordance with voting procedures
- Subject to membership category
Section 4.2: Participation Rights
Members have right to:
- Participate in governance
- Access DBIS services
- Receive information
- Propose matters for consideration
- Other rights as specified
Section 4.3: Service Access
Members have access to:
- Financial services
- Reserve system services
- Technical services
- Other services as available
CHAPTER 5: MEMBERSHIP OBLIGATIONS
Section 5.1: Compliance Obligations
Members must:
- Comply with Charter and Articles
- Comply with this Code
- Comply with regulations and policies
- Fulfill membership commitments
Section 5.2: Financial Obligations
Members must:
- Pay membership fees
- Make required contributions
- Fulfill financial commitments
- Maintain financial standing
Section 5.3: Operational Obligations
Members must:
- Participate in governance as required
- Provide information as requested
- Cooperate with DBIS operations
- Maintain operational capacity
CHAPTER 6: MEMBERSHIP FEES AND CONTRIBUTIONS
Section 6.1: Membership Fees
- Annual fees: As established by SCC
- Initial fees: As specified for new members
- Payment: In accordance with procedures
- Default: Consequences as specified
Section 6.2: Capital Contributions
- Initial contributions: As specified
- Additional contributions: As may be required
- Terms: As specified in contribution agreements
- Returns: As specified
Section 6.3: Special Assessments
- Authority: SCC may impose special assessments

CHAPTER 7: SUSPENSION OF MEMBERSHIP
Section 7.1: Grounds for Suspension
Membership may be suspended for:
- Non-compliance with obligations
- Non-payment of fees or contributions
- Violation of Charter or Articles
- Other grounds as specified
Section 7.2: Suspension Procedure
- Initiation: By Executive Directorate or SCC member
- Review: By relevant committees
- Decision: By SCC resolution
- Notice: To member as required
Section 7.3: Effects of Suspension
During suspension:
- Voting rights suspended
- Service access may be limited
- Obligations continue
- Other effects as specified
Section 7.4: Reinstatement
- Application: By suspended member
- Review: By Executive Directorate and committees
- Decision: By SCC resolution
- Conditions: As may be imposed
CHAPTER 8: TERMINATION OF MEMBERSHIP
Section 8.1: Voluntary Termination
Members may resign by:
- Written notice to Executive Directorate
- Payment of outstanding obligations
- Compliance with termination procedures
- Effective date as specified
Section 8.2: Expulsion
Members may be expelled for:
- Serious violations
- Persistent non-compliance
- Actions inconsistent with membership
- Other grounds as specified
Section 8.3: Expulsion Procedure
- Initiation: By Executive Directorate or SCC member
- Review: By relevant committees
- Decision: By SCC with supermajority
- Notice: To member as required
Section 8.4: Effects of Termination
Upon termination:
- Membership rights cease
- Obligations continue as specified
- Financial settlement: As required
- Other effects as specified
CHAPTER 9: MEMBER REPRESENTATION
Section 9.1: Representatives
Members shall designate:
- Representatives to SCC
- Alternate representatives
- Other representatives as needed
- Notification to Executive Directorate
Section 9.2: Credentials
Representatives must:
- Have proper credentials
- Be authorized by member
- Comply with credentialing procedures
- Maintain current credentials
Section 9.3: Powers of Representatives
Representatives may:
- Vote on behalf of member
- Participate in meetings
- Exercise rights of member
- Subject to limitations as specified
CHAPTER 10: MEMBER INFORMATION AND REPORTING
Section 10.1: Information Requirements
Members must provide:
- Initial information upon admission
- Updated information as changes occur
- Annual reports as required
- Other information as requested
Section 10.2: Confidentiality
Member information:
- Treated as confidential
- Used only for authorized purposes
- Protected from unauthorized disclosure
- Subject to security protocols
Section 10.3: Verification
DBIS may:
- Verify member information
- Request additional information
- Conduct reviews as appropriate
- Take action based on findings
