## Context

We need infrastructure that provides:

## Decision

We will use a hybrid cloud architecture:
- **On-Premises**: Proxmox VE for compute and storage
- **Cloud**: Azure for cloud services and Arc integration
- **Integration**: Azure Arc for unified management
- **Rationale**: Balances control, scalability, and cost
