For each: prerequisites, steps, and update GAPS_AND_RECOMMENDATIONS_CONSOLIDATED and PLACEHOLDERS_AND_COMPLETION_MASTER_LIST when done. See NOT_IMPLEMENTED_FULL_SCOPE section 5.
