Completion Run: All Next Steps Including Optional (2026-02-23)
Scope: Continue and complete all next steps from ALL_NEXT_STEPS_CURRENT.md, including optional (G1–G3, CCIPLogger, run-all-four-gaps). Tree-of-thought processing across project resources.
