defiQUG 1fb7266469 Add Oracle Aggregator and CCIP Integration
- Introduced Aggregator.sol for Chainlink-compatible oracle functionality, including round-based updates and access control.

After comprehensive analysis of the `smom-dbis-138` codebase, **neither the `gru_emoney_token-factory` nor the `gru_reserve_system` have been integrated** into the DeFi Oracle Meta Mainnet (ChainID 138) project.
